There were 3 periods in the economic development model of the Thai government. The beginning period was the period of the state emphasized investment in the agricultural sector; the second period, the state focused on light industry and used a lot of labour instead; the third period was the era of heavy industry, export and foreign investment. At present, Thailand uses the policy of economic development by focusing on Thailand 4.0, with the concept of building strength from within directly related to human development, and local development emphasizing the development of skills and potential toward the target group to create and promote equal opportunities in society, such as reforming the state welfare system to make Thailand being a country that “stable, prosperous and sustainable”
